STATEN ISLAND, N.Y. -- Lights, camera, Staten! After sitting dormant for nearly two years, the Arthur Kill Correctional Facility is poised to be transformed into a movie studio, sources tell the Advance. Empire State Development, which is overseeing the repurposing of the 69-acre site, would not confirm the plans for the Charleston location, but said it is reviewing results from its second Request for Proposals and have an announcement soon.
